If I understand the Wed trail correctly, they are open to non members and you can find a non boater to fish with that is also a non member?

That is correct open to anyone.  You are not a team you each fish for your own fish against each other and the rest of the field.  You also don't need to have a non-boater if you don't have one and a couple non-boaters show up they will be paired at random with any boaters who are by themselves.
